§ 17.04.200. Special permits—Time limits.

A special permit granted under the provisions of this title shall lapse two years from date of issue if substantial use or construction has not commenced within said period except for good cause. The time required to pursue or await the determination of a judicial appeal from the grant of said permit shall be included in said two year period.
