§ 17.04.020. Intent.

The regulations and restrictions of this title controlling generally the development and use of land, and the height, size, location and use of buildings and structures thereon, are intended to promote the health, safety, convenience and general welfare of the inhabitants of the city. In their interpretation and application, the provisions of this title shall be held to be the minimum requirements adopted for the promotion of these purposes.
